Calculation of Time - from Srimad Bhagvatam

truṭi (time to cover 18 atoms),  1/900 of a sec
and one hundred truṭis make one vedha ~ 1/9 sec
Three vedhas make one lava ~  1/3 sec
The duration of time of three lavas is equal to one nimeṣa ~ 1 sec
the combination of three nimeṣas makes one kṣaṇa = 3.2 sec
five kṣaṇas combined together make one kāṣṭhā = 16 sec
fifteen kāṣṭhās make one laghu. = 4 minutes
 Fifteen laghus make one nāḍikā,
which is also called a daṇḍa. = 1 hour
Two daṇḍas make one muhūrta = 2 hours
six or seven daṇḍas make one fourth of a day or night, according to human calculation.

Experiment for measuring an hour(standard of time):
SB 3.11.9: The measuring pot for one nāḍikā, or daṇḍa, can be prepared with a six-pala-weight [fourteen ounce] pot of copper, in which a hole is bored with a gold probe weighing four māṣa and measuring four fingers long. When the pot is placed on water, the time before the water overflows in the pot is called one daṇḍa.
